REC
MISSION
STATEMENT
The
Regional
Environmental
Center
for Central and Eastern Europe (REC) is a non-partisan, non-advocacy,
not-for-profit international organisation with a mission to assist in
solving environmental problems in Central and Eastern Europe (CEE). The
center fulfils this mission by promoting cooperation among
non-governmental organisations, governments, businesses and other
environmental stakeholders, and by supporting the free exchange of
information and public participation in environmental decision-making.
The REC was established in 1990 by the
United States
, the European Commission and
Hungary
. Today, the REC is legally based on a charter signed by the governments
of 29 countries and the European Commission, and on an international
agreement with the government of
Hungary
. The REC has its head office in
Szentendre
,
Hungary
, and country offices and field offices in 16 beneficiary countries which
are: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, the Czech
Republic, Estonia, Hungary, Latvia, Lithuania, Former Yugoslav Republic of
Macedonia, Poland, Romania, Serbia and Montenegro, Slovakia, Slovenia and
Turkey.
The
REC Country Office
Slovakia
was established in 1992 and has developed excellent
cooperation with non-governmental organizations (NGOs), ministries, local
municipalities, academic institutions and businesses. Main activities in
Slovakia
include works on larger projects being a part of international cooperation,
in particular focusing on cooperation with and between regional, local/municipal
and national authorities and the public. The REC
Slovakia
created very good and professional partnerships inside created consortias
to implement the projects on high level quality.
Those
activities have allowed the REC SK to build a position of the organization
as a credible and valuable partner in
Slovakia
and the EU as well. Current donors of the REC
Slovakia
are EC: Central Europe Program, Interreg IVC, LIFE +, ODA, IEE –
Intelligent Energy Europe and Slovak Ministry of Foreign Affairs.
Slovakia
joined the Euro zone in January 2009 what we consider as very promising
with regards to financial administration of the EU projects as the main
source of our financing. Moreover, at the beginning of the year,
Slovakia
had to face serious gas crises. Therefore we do expect that in forthcoming
period topics related to energy efficiency, renewable sources, energy
diversification and others will become most frequent and supported.
Recently started strong activities from the Slovak Green Party to
establish mutual dialogue with the third sector. After almost the years of
operation of the government we learned that some activities and decisions
of the government especially ones related to the environment cannot be
evaluated as professional, e.g. minister of the environment struggled with
the commission for increase of air emissions which were accepted EC. The
Ministry also negotiated lower share of renewables at the energy sector
and its decrease from recent 16 to 14% by the 2020 on energy consumption.
Currently the third minister of MoE was re-signed because of some non
transparent financial activities with emission trading and sales of lands.
